Can a shop refuse a 50 pound note?

If the ‘transaction’ is instantaneous then anyone selling anything can refuse. However, if the payment is to settle a debt (e.g.: for a taxi ride, a meal in a restaurant etc) then it is illegal to refuse legal tender. They are not however obliged to give you change!!

Do shops accept 50 pound notes?

Many places will accept them – but some will be reluctant. That may be fear of forgery (less common with 50s than lower value notes) – or just that they don't have enough change if it's a small purchase. Some banks may be iffy as well – they don't like performing services for non-customers.
